Objectives and Scope of this Liftoff report on Virtual Power Plants
This report is meant for a diverse audience of stakeholders who can help accelerate liftoff for virtual power plants (VPPs). For the audience unfamiliar with VPPs, this report aims to build foundational understanding of their value proposition and the associated business models and technology in use today. Among more experienced audiences, the report aims to catalyze and organize a dialogue between DOE, state and national regulators, policymakers, utilities, ISOs/RTOs, corporations, research organizations, advocacy groups, and more around challenges and potential solutions for liftoff. Building on this report, future efforts can include near-term, no-regrets actions as well as the development of more detailed, longerterm roadmaps for the rapid, safe, equitable, and cost-effective deployment of VPPs.
